Elysium is a city-state that was founded to facilitate a fast-growing harbour. It then became a tourist location as Mainland soldiers began to co-opt and then return to it's costal retreats. It is controlled by a single elected official, who may choose to appoint an advisory council, but is not required to.

From 1972-1990 Cynthia Star was elected mayor. From 1991-2018 Betsy Eaton was elected mayor. From 2019-present Samuel Sterling was elected mayor.
Star moved to the continent in 1961 to study under her aunt, Lady Domonique Star, who heads the Naturalist Coalition Elysium Branch, a union dedicated to the preservation of the continent. While studying, she met Mainland soldier, Betsy Eaton, and they soon married. In 1971 she challenged [N/A] for the position of Supreme Elected Official, or Mayor, and won.

Due to Star's technincal abandonedment of her post, and lack of council to fill it, Eaton stepped up to take it, and in 1991 was offically elected.

In 2018, after the traumatic death of his partner in crime, Sterling had a change of heart, and chose to dedicated his life to policy reform instead of cruelty. He challenged Eaton, and in 2019 was swiftly elected as Mayor.
